I think pretty much any Hero based deck could and should play this as a mid-combo extender to generate card advantage
The Vampire part is incredibly important too, because theyre all about madness

Im not 100% sure that this is going to change the game at all, but it has a whiff of Snapcaster Mage to it - as it also costs two mana and helps you cast extra spells - so it might be a powerhouse in disguise
Now, Ill admit, the Izzet control decks are taking a big hit this rotation losing many great lands and interaction, but Impulse is one of the better card advantage spells out there, and this is certainly something to watch
