Raihan is situational, but thanks to Starbirth, we can find it when needed, and its typically used if our only Pokmon with an Energy was KOd after our first turn, as we can accelerate an Energy and still attack on turn 2

In essence, the frame is trying to do what we all should if we were to ever encounter these mutants: get out of the way

Interestingly enough, another reason why some might be taken by this card could be entirely accidental
