That's not a bad thing, but some people really dislike the card's effect - because those people like to be able to do absurd things - and Thalia would rather everyone just chilled out a bit
What custom Magic cards usually means (so you dont overcomplicate it) Most people making custom Magic: The Gathering cards fall into one of these buckets: Alt-art re-skins: Same card text, different art and vibe (your Sol Ring is now a cursed waffle iron, as it should be)
Proliferate lets you do just that, and multi-proliferate effects like Planewide Celebration can do it when your opponents werent expecting it
More annoying though is Number 89s effects could easily snowball into milling all the opponents cards into the banish zone
