I run Whisperer in decks like Nikya of the Old Ways and Ulrich of the Krallenhorde, both decks that heavily promote running creatures (Vivien, Champion of the Wilds) and discourage playing noncreatures (Ruric Thar, the Unbowed, Thorn of Amethyst)
The high blue mana requirement is less of an issue as he is most frequently played in mono blue decks as a result of their deficiency in two drops
