Otawara, Soaring City With its ability to tap for blue and bounce almost any permanent via channel, Otawara, Soaring City offers flexible, uncounterable interaction thats perfect against prison decks or surprise threats
These kinds of cycles are important (if highly situational) for flavour and gameplay, but all I can really comment is the art -- I do like the elaborate 'real beetle' art of Black Scarab and the much fancier Blue Scarab
This card has two strikes against it: it costs triple blue to cast (just like cousin bombs Arcanis and Future Sight from this block) and blue is generally a weak color in Onslaught/Legions/Scourge
Finally, the black bordered cards are all legal sets after 2000 as well as Alpha and Beta
At first, this looks like a much, much worse Ghostly Prison, in that it doesn't actually stop attackers
