The official Pokemon Card website has revealed the six shiny cards that will be given out for the Legendary Pokemon Present Campaign, as you can see below

Starter decks give players a balanced deck of 60 cards from two ink types that are ready to use right out of the box

So unless there is some pattern where similar cards appear to be rarer or more common, or the sample size is a lot larger, brute force wont deliver definitive answers (though it is still interesting of course)
