This may seem like it's limiting at first, but especially in certain time periods, it's basically a cheaper Ultra Ball
Also I think this new set needs some context in terms of the rest of the game
It doesn't cause any object to gain an ability
I would also consider using this card later in the game, just letting it sit on the bench until your opponent has a Pokemon in the active Pokemon spot that needs a coin flip to do a lot of damage, you could then move Drowzee to the active Pokemon spot, use Sinister Suggestion a few turns while getting your benched Pokemon set up, then move a bench Pokemon into the active Pokemon spot that can knock out that Pokemon of your opponent's in 1 move
As for Altar of Dementia, several backups are available on Magic Arena , like Sling-Gang Lieutenant, although they cost enough mana that we'd have to lose Lurrus of the Dream-Den as our companion, which probably isn't worth it
Overall, Drix Interlacer Affinity seems like a very competitive deck that should be able to win a majority of your Historic games, provided that you can sequence your opening plays optimally
