In other words, land drops are indicating adrenaline and momentum, and bouncing lands back is a sort of cooldown or downside to leaning into aggression
This card is wild in Limited where it casts a free spell and fogs a creature for the rest of the game butsay it with meits too low-impact to translate into Commander
