This card will only be useful in formats where players have access to all five colours, but I can see it being deadly (and slightly unfair) in certain games of Commander
I think what makes the card fine for Modern is that the creatures are powerful enough to keep it in check, while it lacks Swords to Plowshares that Legacy has to let you protect Jace
Since it gains counters whenever any creature leaves the battlefield, Haruspex is happy to sit back and watch your opponents kill each other before allowing you to deploy a gigantic threat
