plus they're super useful in the kitchen for scooping little measures of this or that

and even more so when its got such terrifically elongated proportions as this one

enameled brass I believe

but the metal appears to be in excellent condition and I do think would shine up some if desired

His face and uniform look very French to me, but there is English language newspaper covering portions of the reverse, so perhaps painted in England.
